Increase Minimum Validator Commission Rate to 5%

### Summary 0% or low commission rates are unprofitable for validators and can negatively impact the decentralization of the validator set. Low commission rates are also often used to attract delegators but can be increased without notice. This proposal would raise the minimum commission rate for validators to 5%.

If passed, this proposal will not execute the change immediately; it will take effect during the next chain upgrade (v2.5.0).

### Important Note A point of clarification regarding how commission works. The validator commission is a percentage of delegator rewards. If a delegator receives the current rate of 17.52%, the validator with a minimum commission rate would receive 5% of that (0.876%). The current average validator commission is 5%.
